The Republic of the Union of Myanmar, as represented by the National Unity Government, welcomes the adoption without a vote of the resolution on the situation of human rights of Rohingya Muslims and other minorities in Myanmar.<\/div>\n
Myanmar extends its gratitude to the Organisation of Islamic Cooperation for leading an open and constructive process throughout consultations on the draft text.<\/div>\n
The resolution contains positive new language. This includes:<\/div>\n
\u00b7 Condemnation of the Myanmar military’s gross, deliberate, widespread and indiscriminate human rights violations and abuses perpetrated against Rohingya Muslims and other minorities, and of reported violations and abuses including the widespread burning of villages, forced displacement, the deliberate targeting of civilians, forced conscription and arbitrary detention<\/div>\n
\u00b7 Condemnation of the Myanmar military\u2019s deliberate obstruction of humanitarian assistance and systematic restrictions of humanitarian access throughout the country, including the arrest, detention, and killing of humanitarian workers and the occupation of aid infrastructure<\/div>\n
\u00b7 Acknowledgement of the ICC Prosecutor\u2019s filing of an application for a warrant of arrest for senior general Min Aung Hlaing, based on the conclusion that there are reasonable grounds to believe he bears criminal responsibility for the crimes against humanity of deportation and persecution of Rohingya committed in Myanmar and in part in Bangladesh<\/div>\n
\u00b7 Recognition of steps taken by States to investigate and prosecute the most serious crimes under international law committed in Myanmar<\/div>\n
\u00b7 An urging of the Office of the High Commissioner for Human Rights and the Independent Investigative Mechanism for Myanmar to expand their investigative efforts to include recent atrocities<\/div>\n
\u00b7 A call on States to protect Myanmar nationals within their borders and to respect the principle of non-refoulement.<\/div>\n
The new resolution also acknowledges the National Unity Government\u2019s \u201cPolicy position on the Rohingya in Rakhine State\u201d, which recognises that Rohingya are entitled to citizenship and pledges to dismantle discriminatory legal frameworks that have enabled human rights violations against Rohingya and other minorities. Myanmar accepts the related invitation to provide updates on the implementation of its Policy and the final recommendations of the Advisory Commission on Rakhine State, chaired by Kofi Annan.<\/div>\n
Myanmar looks forward to participating at the upcoming High-level Conference on the Situation of Rohingya Muslims and Other Minorities in Myanmar to be held in New York on 30 September and joins the Human Rights Council\u2019s call on the UN system to actively engage in the process to improve its overall efficiency and ability to provide support and assistance.<\/div>\n
